 - we need construct because th law is too rigid
 -the word say nothing so we must expand
-predict something so the aim can be more precise

 11.legal reasoning ?
-law in book not same with law in action.
The legal language in the text is generally probably act but the case is specific legal act.
Adjustment process is needed to meet a reasonable verification to the fact and justice.
